(CNN) — A Russian drone struck the main railway station in the central Ukrainian city of Dnipro as people waited to board a train on Thursday morning, killing 14 people.
Another 10 people were wounded in the strike, the latest in a series of Russian attacks on transport and energy infrastructure in Ukraine that have exacted a heavy civilian toll. At least 19 people including two 15-year-old girls were killed across the country on Thursday, authorities said.
“These are deliberate strikes against civilians, brazen in their cruelty, and the Russians are carrying them out right as the humanitarian operation in Oleshky is unfolding,” said Ukrainian President Volodymyr Zelensky in an X post Thursday afternoon.
Russia and Ukraine have since Tuesday been observing a ceasefire in the southern region of Kherson brokered by first lady Melania Trump to allow urgently needed humanitarian aid into the Russian-occupied city of Oleshky.
“Russia’s signals are clear – they want the war to continue,” the Ukrainian leader said, urging his international allies to apply “appropriate pressure on the aggressor.”
Earlier, Zelensky described the Dnipro strike as “horrific” and called for more sanctions to deter further Russian attacks.
US President Donald Trump waived a slate of sanctions related to Russian fossil fuel sales earlier this month, angering Kyiv, which has long advocated for tougher sanctions on Russian energy exports.
Russian state media reported on Wednesday that Washington was in talks with the Kremlin to lift sanctions on Russia’s multibillion-dollar sovereign wealth fund almost five years after they were put in place by the Biden administration following Russia’s full-scale invasion of Ukraine.
In response, Vladyslav Vlasiuk, Ukraine’s presidential commissioner for sanctions policy, told CNN: “You cannot lift sanctions and then expect the Russians to take any action. Constructive actions must come first, and then everything else.”
Thursday’s victims included two 15-year-old girls killed in a Russian strike on the northern city of Chernihiv. Another three people were killed by a Russian drone strike on a residential building in the Poltava region.
Footage from the Dnipro strike scene shows several bodies strewn across the platform. The head of the hospital where the wounded were taken told local media many of the injured had suffered shrapnel wounds, and four were having emergency surgery.
The recent uptick in Russian attacks coincides with a critical shortage of air defense missiles in Ukraine, where Moscow consistently denies targeting civilians.
Russia had made clear that the pause in the fighting around Oleshky, where thousands have been trapped by fighting without electricity or fresh food and water supplies, applied only to that region.
Both sides have adhered to the ceasefire conditions, which will remain in place until 10:59 p.m. local time on November 1.
