SJSD board approves rescinding Miller’s personnel vote from March meeting, potentially violating own board policy

ST. JOSEPH, Mo. (KQTV) -- During Monday night’s St. Joseph School District Board of Education meeting, the board approved rescinding a fellow board member’s personnel vote, but potentially violated its own policy in the process.

The board voted 4-2 to approve Kim Miller’s request to rescind her March personnel report vote, which included her son.

In the official minutes of the vote, Miller made the motion to rescind her vote and it was seconded by vice president Jacob McMillian. The vote was that board rescind the March 24, 2026, vote as to the reappointment of Kristopher Miller (Miller's son) was only included as part of the board's approval of the probationary teacher reappointment list as presented.

Despite concerns raised by board members Mike Moore and Cassandra Veale about potential violations of Robert’s Rules of Order and board policy, the motion passed. Board members Ronda Chesney, Jennifer Kerns, Jacob McMillian and Kim Miller voted in favor of the motion.

Board member LaTonya Williams was not present for the initial vote but returned to the meeting after attending a visitation.

According to official minutes, there was a motion made to table the reappointment of Miller's son and it passed 6-0 with Miller abstaining.

KQ2 has also submitted a Missouri Sunshine Law request for any legal fees stemming from the district’s consultation with Ed Counsel related to the alleged Missouri Constitution violation.
