St. Joseph City Council to vote on police gear, aquatic facility design funding and MoDOT grant application

ST. JOSEPH, Mo. (KQTV) -- St. Joseph City Council will hold its monthly meeting on Tuesday, Feb. 17, in observance of Presidents' Day.

The council plans to vote on new gear for the St. Joseph Police Department, use the Park Sales Tax to pay for extra design work for Northside Aquatic Facilities and approve SJPD to apply for a state grant.

Council will discuss the purchase of new body armor and outer vest carriers for SJPD from 911 Customs. The police department has 138 officers and adds 10-15 recruits each year. 

Each officer is required wear protective ballistic vests as part of their uniform. The City replaces the department's body armor every five years. The gear will cost $26,867.12.

The council plans to vote on the approval of spending the Park Sales Tax to pay Confluence for extra design work on the Northside Aquatic Facilities. Confluence was hired in April 2024 to handle the design work.

The location for the project was revealed, and the City decided to move the splash pad to a different site. The 66-year–old Krug Pool will be torn down, and the new splash pad will be built next to the existing pool site at the Northside Complex.

The new design will include removing a landslide and hillside play features, redesigning the water feature, moving restrooms from the old pumphouse and updating walkways and paving around the area to fit the new layout. The design order will cost $166,945.

Council also plans to discuss the approval for SJPD to apply for a state grant from the Missouri Department of Transportation, Traffic and Highway Safety Division.

The grant includes Hazardous Moving Violations, Youth Alcohol Enforcement, DWI Saturation Patrol Enforcement and Motorcycle Safety and Education course.

The grant will also provide the police department an opportunity to provide overtime for the police, the purchase of equipment, provide instructor training for two officers to attend a motorcycle instructor course and local motorcycle safety training courses for the community.

If awarded, the grant, totaling $188,784, will run from Oct. 1, 2026, to Sept. 30, 2027. Sgt. Patrick Zeamer will manage the grants. The application deadline is March 1, 2026.
