St. Joseph man arrested, charged in Frog Hop and Mason Avenue shooting

Per his arrest warrant, Banks must submit to random drug and alcohol testing at the court's request and submit to GPS monitoring and house arrest. ST. JOSEPH, Mo. (KQTV) -- A St. Joseph man was arrested after he allegedly shot a man and a residence on Monday, July 27.

Devon J. Banks, 26, of St. Joseph was arrested Friday and faces charges of the unlawful use of a weapon and shooting at/from a motor vehicle, at a person, and at a building, causing death or injury.

According to a probable cause statement, at approximately 4:07 a.m. on Monday, July 27, the St. Joseph Police Department responded to a shooting in the 2000 block of Messanie St., near the Frog Hop.

Officers found a male victim struck by gunfire in his torso and transported him to the hospital with serious injuries.

The probable cause statement said a residence was also shot. Multiple shell casings were recovered in the roadway.

Video surveillance confirmed the suspect vehicle was a white 2019 Buick Encore, which is registered to Banks' girlfriend.

Police used video from surrounding sources to track the vehicle as it traveled directly back to Banks' residence in the 1000 block of Charles Street following the shooting.

Banks was seen on video in the front passenger seat of the Buick earlier that morning at 12:15 a.m. near Mason Avenue.

Video showed Banks leaving his residence on foot around 4:17 a.m., on foot, about seven minutes after he arrived home following the shooting.

Banks allegedly returned to the scene of the shooting about 20 minutes later and was picked up by the same Buick Encore used in the shooting.

Police said Banks was in the front passenger seat of the suspected Buick in an apparent intoxicated condition.

According to the probable cause statement, Banks confirmed he had shot his firearm at least five times in the area of the shooting and knew he shot someone. He told police he got rid of the firearm later that day.

The driver of the Buick also confirmed Banks fired his gun multiple times in the location. The driver confirmed Banks told her he had shot someone.

Banks' bond was set at $25,000. He is set to appear in front of Honorable Judge Chad Gaddie at 8:30 a.m on Tuesday, Aug. 4.
