KCI worker charged for filming over 66 people in all-gender restroom

KANSAS CITY, Mo. (KQTV) -- A restaurant employee at the Kansas City International Airport is facing Invasion of Privacy charges for filming over 66 people in an all-gender restroom inside the airport over the course of three months.

A probable cause statement details that the restroom was located in Concourse A, behind the North TSA Checkpoint at 1 Kansas City Blvd.

Teriosi Ludwig, an employee at Martin City Brewery, also located on Concourse A, was arrested Friday.

Courts documents detail that Airport Police were dispatched to the area regarding an invasion of privacy complaint in the restroom on March 9.

The victim said she observed the corner of a cell phone, illuminated by a flashlight, protruding from underneath the stall partition.

The victim also said Ludwig walked past her and smiled prior to her entering the stall.

Surveillance obtained by Airport Police showed Ludwig jogging away from the restroom approximately 35 seconds before the victim exited, where he returned to the brewery, where he was employed, according to court documents.

The victim positively identified Ludwig as the individual she observed in the restroom.

Officers obtained Ludwig's consent to search his phone. Upon review, multiple videos were located depicting what appeared to be adult females inside adjacent restroom stalls, seated or semi-squatted with their pants and undergarments lowered.

Ludwig was then transported to the KCIPD Interrogation Room for questioning, where he admitted her entered the restroom, observed the victim and "had the urge to film her".

He said he left the restroom when the woman began screaming and also acknowledged he did not have permission to record the victim.

KCIPD contacted the Platte County Sheriff's Office Cyber Crimes Unit for assistance with digital evidence, where the Unit conducted a Cellebrite extraction of Ludwig's device.

The report contained 66 video files tagged as evidence, all consistent in method and nature.

Each recording depicts Ludwig's phone positions inside a restroom stall and placed beneath the stall partition through and approximate 2-3 inch gap, angled upward into an adjacent occupied stall.

The videos show was appears to be unknown adult female victims seated or semi-squatted and exposed. In a majority of the videos, Ludwig's face is visible when the device is withdrawn to his side of the stall.

Metadata shows the videos occurred at the all-gender restroom on Concourse A from Jan. 16, 2026 to Feb. 12, 2026.

Based on the time stamps from the videos, Officers reviewed the corresponding airport camera footage, where Ludwig is observed entering the all-gender restroom prior to each recording, and remaining inside until after individuals consistent with those depicted in the video exit.

"When you get off at Terminal A, only 26% of the restrooms are women only," said Nathan Willett, Kansas City's 1st District City Councilmember in a news conference. "So we are forcing folks to go into different areas because of lines. Only 13 out of 15 stalls are accessible for folks who want privacy here."

Ludwig is facing Invasion of Privacy charges in Platte County, where he was also ordered to pay a $25,000 bond and will not have any contact or entry to KCI.

Platte County Prosecuting Attorney Eric Zhand said his office estimates additional charges to be made against Ludwig as more victims come forward.
